ACHIEVEMENT REPORT

      

The Directorate of HANDICRAFTSs and Handloom (D.H.H.) began its history in the year 1957 when it was established as the Palden Thendup Cottage Industries Institute for Training and Production of traditional arts and crafts with 58 no of trainees.

The Directorate’s primary objective is not only to preserve and showcase the traditional arts and crafts of Sikkim but to promote and disseminate information regarding the policy orientation of the government in setting the highest standard comparable to the best in the world for arts and crafts, skill development and environment friendly working culture. As a policy initiative there has been tremendous investment in Skill Development Programmes whereby  local trainees and artisans are trained in multiple crafts with the objective of developing and acquiring skills which will enable them not only to  generate  employment but in the long run  to acquire  self sufficiency and self reliance. 

 

·         Till 1994 there were only 12 branches all over Sikkim run by Branch In-Charge.

·         At present there are 32 branch training centers throughout the state imparting training to rural youth in nine (9) specific crafts namely:

Ø  Carpet weaving.

Ø   Handloom Weaving.

Ø  Blanket Weaving.

Ø  Wood carving.

Ø  Multicrafts.

Ø  Thanka Painting.

Ø  Mask Making.

Ø  Soft Toys Making.

Ø  Cane & Bamboo

 

·         At present there are total 388 trainees registered under D.H.H., Head Quarter-Gangtok along with thirty one (31) branch training centres across the four districts of the State.

Regularization of  Temporary employees

20 (Twenty) Nos of Temporary employees engaged on M/R/Consolidated Pay in different posts/Trade under Directorate of HANDICRAFTSs and Handloom have been regularized against the sanctioned post created Vide Notification No.264/GEN/DOP, dated 12.2.2014 for appointment of temporary employees belonging to Group ‘C’ and ‘D’ category who have completed 15 years and above as on 31/01/2013.

Infrastructures created/ developed:

 

·         In the year 1996, 7 (Seven) new branches were opened in following places.

·         In the year 1997-98 three storied building for carpet weaving was constructed in Gangtok simultaneously two storied building at Lingdong branch in North Sikkim was constructed. Iron looms for carpet weaving was also introduced during the same year.

·         In the year 1998-99 four storied building was constructed at Namchi, South Sikkim to run Namchi branch centre.

·         In the year 1999-2000 four storied building was acquired from HUDCO for Melli branch centre, South Sikkim and Tashiding Branch Training centre was opened in West Sikkim.

 

 

 

 

 

 

 

 

 

·         3 (three) more branches were opened during the year 2004 at following places.

Since community mobilization is an integral component for the success of any people related programmes the D.H.H. works in cooperation with the NGO’s, Self Help Groups, Cooperatives and  Panchayati  Raj Institutions at the Village and Block Level integrating and creating an environment of collaboration and participation through facilitation, incentives and other policy related interventions. The development and management strategies are being worked to optimize the strength of this sector and to add value for creating new skills, ending unemployment, eliminating poverty, enhancing the status of women, preserving and encouraging tribal and local crafts and setting the pace for developing a judicious and transparent socio-economic system. Promotion, publicity and marketing of Sikkim as a HANDICRAFTSs and Handloom destination is being  taken up aggressively and in a well phased manner at the local national & international level.

 

The Sikkim Handloom and HANDICRAFTSs Development Corporation Ltd was established In the year 2003 vide Registration No. 29(C)LD/2001/200 dated: 18.10.2001 incorporated under registration of Companies Act Sikkim 1961 dated: 16.10.2001, to provide the marketing platform for sale of the products made by the trainees and artisans.

 

Several sales outlets have been setup within/ outside the state namely:-

SKILL UPGRADATION PROGRAMMES:-

 

Integrated Handloom Development Scheme (IHDS).

 

In the last decade the Government has facilitated access to the various centrally sponsored schemes, out of which the Integrated Handloom Development Scheme has been extremely versatile in training and creating a sustainable bank of handloom weavers numbering around 1800-2000 all over the state.

PROJECTS UNDER NORTH EASTERN COUNCIL, SHILLONG.

 

Soft Toys is one of the prominent sectors for support and creation of employment in Sikkim. This sector is being re-energized into a home to home industry through a project initiative namely Production and Training for Soft Toys at Gangtok, Sikkimfunded by the North Eastern Council, Ministry of Home Affairs, Government of Sikkim and also Government of Sikkim.

 

A. PRODUCTION  & TRAINING FOR SOFT  TOYS  CENTRE, GANGTOK , EAST SIKKIM.

·         Six months training on Soft Toys Making was conducted in eight (8) places around four districts of Sikkim where 225 female beneficiaries completed the training.

·         After completion of the training eight SHGs / Co-operative Societies were formed namely :-

2.      Himali Self Help Group - South Reghu, Lepcha Tar, East Sikkim.

3.      Smiriti Self Help Group- Deythang, Kawley Tar, West Sikkim.

·         On 14th Dec 2014 the Hon’ble Chief Minister of Sikkim, Shri. Pawan Chamling inaugurated the newly constructed building for Soft Toys Training & Production Centre .

·         The Building for Soft Toys Training & Production Centre was completed and handed over to the Directorate of HANDICRAFTSs and Handloom by the Buildings & Housing Department on 12/06/2014.

·         The Training cum Production Unit is running smoothly and efficiently from 2014 onwards and is expected to  improve the annual turnover in the years to come.

·         The toy making craft is an activity that can supplement and contribute to the family income and also create employment. Quality standardization and product diversification are two important areas of focus and therefore the best raw materials for creation of quality products are being used. A continuous cycle of training, skill up-gradation and thereafter quality Production is the focus. A month long  Skill Upgradation programme for Soft Toys Making under the CSR Component is being undertaken in collaboration with Big Star G. Services Pvt. Ltd w.e.f. 1st June 2016 to August 2016 at the following places.

PROJECTS UNDER NORTH EASTERN TEXTILE PROMOTION SCHEME

                                                                                         

A.    APPAREL AND GARMENT MAKING CENTRE IN SIKKIM

 

The Ministry of Textiles, Government of India under North Eastern Region Textile Promotion Scheme(NERTPS) has sanctioned and approved one Apparel and Garment Centre to the State of Sikkim consisting of 3 (three) Units. (1). Barfok-Yangsum, West Sikkim, (2). Makha-Patuk, East Sikkim and (3). Namchi, South Sikkim amounting to Rs 18,18,55,000 (Rupees eighteen cores eighteen lacs fifty five  thousand)only with a  funding pattern of 100% CSS.

The Foundation Stone was laid by Shri Santosh Kumar Gangwar, Minister of State for Textiles, Independent Charge in the august presence of Hon’ble Chief Minister, Government of Sikkim, Hon’ble Cabinet Ministers and Secretary Textiles, Government of Sikkim at Chintan Bhawan on 25th March 2015.

The 9th PAMC (Project Approval & Monitoring Committee) meeting was convened on 22/04/2016 under the Chairpersonship of the Secretary, Textiles, Government of Sikkim which was  attended by Additional Secretary, Ministry of Textiles, Government of Sikkim, Principal Secretary, Commerce and Industries Department, Government of Sikkim, Director, North Eastern Region Textile Promotion Scheme (NERTPS) and Additional Development Commissioner (Handlooms).

During that meeting, the proposal of the State Government to convert the Namchi and Makha Patuk unit for Candle Making and Carpet Weaving respectively has been approved in principle.

 

 

 

 

 

 

 

 

 

The direction has been given to the State to run the Barfok Apparel Unit as Production centre instead of training centre.

 

The DPR of capacity building component, of Carpet weaving centre at   Makha Patuk, East Sikkim would be submitted to the Office of the Development Commissioner (Handloom), Ministry of Textiles, Government of India by 24th May 2016.

 

B.     CLUSTER DEVELOPMENT PROJECT (CDP)

 

The government’s policy of creating home to home industries has been prioritized & accelerated to enable the vast human resource & accelerated to enable the vast human resource in rural & urban areas to participate in various developmental strategies. With the central and state government initiatives Block Level Clusters are being developed  and the identified genuine weavers would be provided with group/ individual workshed, individual looms and accessories to encourage employment and income generating opportunities in the urban/ rural areas

The concept of a value added and sustainable efforts are being made to develop suitable venues on the lines of Hastashilpa grams, sourcing hubs and HANDICRAFTS & handloom haats with incentives and resources from the government in the initial stage, which will showcase our traditional  and indigenous crafts which is the USP of the Directorate of HANDICRAFTSs and Handloom comprising of traditional aesthetically designed hand woven carpets by local artisans, Choktse created from locally sourced durable timber, traditional Thankas reflecting continuous cycle of life, death and re-birth, hand woven Angora Shawls, ethnic Chuktuk and Gyapa, organic Argeli Hand Made Paper products.

 

 

 

 

 

 

 

 

 

The long term perspective of the D.H.H. is to develop Sikkim into a leading HANDICRAFTS and handloom destination both in India and globally. In the coming years it is expected that this sector will grow into a formidable industry having multiplier effects that will penetrate the social economic fabric positively. The government in the last two decades has been extremely proactive and benevolent in promoting  the Directorate of HANDICRAFTSs and Handloom as a thrust area and key sector for generating employment, creation of income and revenue, self sufficiency and self reliance and pursuant thereof  the budget allocation has been increased yearly. The focus of the Directorate of HANDICRAFTSs and Handloom is therefore to use the resources at our disposal, as also to tap the employment and income/ revenue generating potential of the handloom and HANDICRAFTS sector optimally and ensure that the policy/ objectives of the government is complied and achieved in letter and spirit.

 

It is in this background that the D.H.H. proposes to undertake and execute programmes with a visible and aggressive strategy for training, production, enhancement of product marketability through publicity and percolation of progressive information, judicious deployment of artisans, weavers and beneficiaries in the respective arts and crafts.

After implementation of BADP, Capacity Building training on handloom weaving enlightened unskilled and semi-skilled weavers, lot of knowledge about modern frame looms and alongwith diversification of products. They were able to earn from Rs 100/- to 130/-per day , the weavers have formed their own SHGs and are  producing & marketing their products individually and have started to participate in various fairs and exhibitions.

Artisans were able to produce more diversified products and become familiar with new ideas and motives after the implementation of BADP programmes. They are able to earn more for their livelihood.

Study tour was carried out for familiarization with new products and also to see the marketing avenues.

Dyeing Unit was set up for training on natural dyes like chucha, majito,walnut bark, shungay turmeric  etc. which are of huge market demand

Since 1994, the Directorate of HANDICRAFTSs and Handloom and Sikkim Handloom and HANDICRAFTSs Development Corporation ltd. have organized various marketing events   to provide and promote a ready platform to the local weavers, artisans, entrepreneur and Self help groups to showcase the local Handloom and HANDICRAFTS products.
